Enrichment on this site means adding contact data to an owner record from outside it: a phone number, an email address or a newer mailing address returned by a skip trace or another data provider. A provider reports how many records it matched. Only the buyer's own calls and letters show how many of those contacts reached the owner, and the guide here works from that second count.
The guide
Skip tracing measured by cost per usable contact splits one list at random between two providers and divides each provider's spend by the contacts that reached an owner. In its made-up example, the provider with the lower match rate costs less per usable contact. The guide then sets out a waterfall, which sends only each tier's misses to the next provider and stops at the tier where a usable contact costs more than it is worth to the buyer. Its real case is the Federal Communications Commission's December 2018 order on reassigned numbers.
What each appended value carries
Every appended phone, email and address carries the provider it came from, the date it arrived and what happened when it was used. A provider comparison run months later counts usable contacts from that last mark. The record source inventory lists which fields each provider supplied and whether its terms of use are on file.
Before any data is bought
A list that still holds duplicates pays for the same owner twice, which is why the record hygiene guides come first in the reading order. The calling rules that apply once a number is dialed belong to a different subject, and this site does not cover them.
